Conflict is bad! Don't you agree?

"Dave has been passionately putting forth his position for the last 25 minutes. He is being adamant, while others are silent. They do not agree, but no one challenges him, because he has worked here a lot longer than they and he has an outstanding reputation in the industry. So why drag out the discussion and create conflict, especially when conflict on our board is bad.
Can you relate to this scenario or have you seen other board members behave in a manner that resembles this?
...Ideological conflicts are to be encouraged and widely utilized in all team meetings. Done well, this produces the best possible decision in the shortest period of time. It facilitates a complete discussion where all of the important information is revealed and debated. A board team that utilizes ideological conflict emerges from heated debates with superior decisions, in less time, while keeping relationships intact."
